Database With Web-Based Interface - Design and Functionality

Our company seeks a programmer who can work with us to build a database plus interface which will allow our employees/contractors to interface, enter parameters, and then provided with results in a specific format based on that input.

The items are trivia questions, and the questions are all input by writers, which are tagged according to type, difficulty, and subject matter. Unique customers would first log-into the database, which the program would recognize, then enter parameters to build a quiz set. For example, if Joe Smith logs-in, the program, Joe could ask the program to generate 25 questions that are all an "easy" level of difficulty and all have to do with cars. Alternatively, Joe could enter something more specific, such as 5 questions having to do with cars, 10 questions that are diverse (i.e., completely different than one another), 5 questions regarding ghosts, and 5 questions about beer. He could also indicate that he wants 10 questions that are hard, 10 questions that are easy, and 5 questions that are moderate. Because Joe had to log-in to the site, the program would remember which questions were dispensed each time and would NOT dispense the same questions within 365 days of last use.

Format of results would also be tailored to user's requests. Our company offers many different kinds of formats, and we wish the user to choose their format based on our templates.

This web-based database will eventually be made available as a pay-to-access site. Thus, Joe Smith could only enter one parameter per paid use. For example, if Joe Smith buys 25 questions, he generates one product, and he can no longer use the product unless additional credits are paid. This part of the project is a "Part II," thus no eCommerce skill is requested for this project, only the database and interface, however, we thought it would be helpful for you to know the end goal since this program will integrate with the overall eCommerce site which will be powered by JOOMLA.

Prefer web-based application with web-based storage. Open to suggestions regarding program platform. Must also have auto-fill capabilities and program must reject tags that are not available. Once we are in discussion regarding this task, I am happy to provide even more details as to the format of the input forms and the categories of the database.
