Battle Management for Flash

Hello, I work in the air traffic control industry and would like a way to simulate from home. I have a series of interactive flash files (movies made with actionscript) that can be used as a baseline. However, they don't meet my specific requirements. I need someone who is knowledgeable with Flash to make a tailorable file, capable of depicting scenarios that I want.

The platform needs to function like this excel game -- except the planes need to move towards each other. To operate just extract both the .xls and the gfx folder in the same directory -- go into any worksheet airspace and hit edit to manage your scenerio. You can add as many enemy aircraft as you'd like. Let me know if this is doable.
