Design Interactive Map using Flash for condominium

We would like to create an Interactive Map in Flash based on a plain JPEG map.
The Interactive map must be created using Flash that has a condominium in the middle of the map and i surrounded by pins/markers marking universities, hospitals, shopping centers, etc around it. Additionally, a menu-list of these places will also be present on the right. Once the user clicks on any of these pins/markers or a name in the menu, an animated car would start running from that location towards the condo, showing directions. At the same time, a bubble fades in or pop up above the clicked-item to show the name, details and distance between the two places.
Data will be provided. The data is static and will never be changed.
IMPORTANT*** We require 2 languages for the interactive map, Thai and English. The Theme for both the Languages will be the same, only the labels and details are different. Therefore, 2 flash files need to be created for each language.
