Adjust an image of a building to make look 3-d rendered

I would like this photograph edited so the image you send back to me looks like it is 3-d rendered in the same style as the second attached filed: [login to view URL]
The third file shows the boundaries of the area I'm interested in, and the rough format of the final image you send back to me: [login to view URL]
I do not mind what method you choose to do the work. If you use photoshop and trace the outlines of the building that is fine by me. Or if you want to do a 3-d rendering that is fine too, although I should imagine this will take longer and be more expensive.
