Build a Company's SharePoint Portal

INTRODUCTION:
We are a small company (~20 employees) with an existing Microsoft Office 365 subscription. We have architected functionality and design for a SharePoint portal for our website.
SCOPE:
The portal consists of a very simple single page broken up in to sections. The first section provides tiles to the Microsoft Office suite. The next section provides tiles to the Company folders (document repository). The section after that provides tiles directly to important files. The final section provides tiles to websites. Then there is a to-do list, and a section for News and Announcements. The header includes the Company logo, a picture of the user and a greeting. The footer has the company name and copyright information. We will also require an admin panel to manage these aspects of the portal. There are no other major aspects of the portal at this time. See the attached image for an idea of what we have imagined.
OTHER:
We imagine this project will be an ongoing relationship with our chosen developer. We have plans in place for Phase II and Phase III projects to enhance the portal.
WHO WE WANT:
We would like a HIGHLY experienced SharePoint developer with experience developing sites for corporate clients in the U.S. You must have a significant amount of projects with very good ratings on Freelancer. We prefer U.S. candidates but will gladly accept candidates from anywhere in the world provided that they speak English.
