Build a Website for photo editing business

we would like to make dynamic website for our photo editing business. we don't want any cms. we need php coding.

some points should be following once you making our website.

1. responsive website. should be load fast mobile or desktop. we will check google tools.

4. Coding should SEO friendly

invoice is created

CPA inspect images,
rejected go back to user with credit against account
redo them and sent to user
user approves or declines using QC inspector
declined images go to CPA admin
CPA QC images - re-invoice
