Design and code an auto portal

I need an auto portal similar to [login to view URL] designed and coded.
The most important features are that a user must be able to:
- provide text data for a listing item (a car) like make, model, year etc.
- provide photos of the car and order them
What an administrator can do
- edit all listings individually
- approve / delete listings
- add / remove text fields for each listing (make, model, year etc)
I will need your help in determining what further functionality is needed (like a login system, possibly a payment system etc)
Please tell me:
- what technologies you would use (PHP, Python/Django etc)
