Upgrade Joomla 1.5 Website to latest Joomla 3.7

The current site runs outdated version of Joomla (v1.5) and we want to upgrade it to latest Joomla (v3.7). The content and themes must be maintained exactly as they are.
It is a requirement for the project to do a through quality check on the site after it has been upgraded.
Below are some info. on existing site:
- Number Articles: 40
- Number Categories: 6
- Number Components: 20
- Number Modules: 80
- Number Plugins: 60
- Number Languages: 1 (English only)
On top of the above, the site need to be checked that it is secure, administrator privileges tightened.
The main component of the site is a Flash Game that users Joomla Users system to register/save game progress. This MUST continue to work.
The site also uses a custom template that needs to ported into the system. Attached is list of components/plugins
TO QUALIFY FOR THIS PROJECT:

1. Must have at least 5+ Years of experience of actual work, upgrade and customization experience in Joomla.
2. Must be willing to examine the project and provide step-by-step upgrade plan
3. Must provide list of issues that will likely come up and ways you'll address them
4. You must be able to work on this project and have it completed within 30 days of the assigned date.
5. When putting an offer, please respond to these three questions:
A. How long have you been working with Joomla, provide your experience Level: Medium, Advanced, Expert? Where Medium is able to modify templates, Advanced able to troubleshoot plugin issues and Expert is able to write plugins/code.
B. Examining the file attached and project scope, do you foresee any issues?
C. Are you able to complete this project in 30 days or less?
