Android ppllication to have push notifications

I need an Android Application connected to a site Joomla I have and to a page on facebook. The objective is to have push notifications on users mobile phone. The notifications will have direct links respectively to the related webpage or the facebook post and buttons to share it on social networks with the possibility to write a post (needed Facebook, Twitter, Google Plus, Instagram in case of images). I need also to give the users the possibility to donate money to the organization (we are non profit) using paypal (also with prepaid cards, wire transfer, or debit/credit card) or direct wire transfert. I'll give you the logo to use. The programmer will give me the code and instructions and the source code, and will not have diricts on the app after the payment.

If someone can add also iPhone and Windows 7/8 app, specify how much we sould add to have these app
