Create an Android App for chat

I need an Android application with chat functionailty similar to o m e g l e . c o m . A similar app has been created and uploaded on google play store nat [login to view URL]

The Android app should be designed as well as created along with theadvertisement feature in it.

The coder or team has to upload the app to the google play store once it got completed...

Please remmeber the performance of the app matters a lot...
