Content Sharing/Voting/Commenting Website

I am looking for a team (or very talented individual) to create (code) a website where users can upload content (audio, images, text documents, videos and hyperlinks) and other users have the ability to comment on their posts. The comments and posts should be ranked and scored using an up/down-vote system (sort of like Reddit or StackOverflow). Users may choose to post and comment anonymously however, they must be logged in. Users should be able to stream and share content and sign up using facebook, twitter or email.
I would also require an admin console where I can ban users, review flag/report submissions and delete comments/posts.
I will be doing all the design and will provide in a PSD file. Strong English skills are important. This is the initial (beta) version of the website so, the functionality will be limited.
Other important skills include: AJAX, PHP, SQL, Database experience, Social/Content-oriented websites.
