Customization to Existing Software (PHP+Mysql+JavaScript)

I have a script (Interspire Email Marketer) that is already running with little mods.

Things to be done are:

TASK 1: When importing a file with contacts, (the system already accepts importation) i need that:

1st) check to see if contact already is in the contact list

2nd) if yes check to see if the contact signed-up date field inside the file (we are importing) is different from the one stored in the system for this contact

3rd) If yes, then delete contact and re-add contact.

TASK 2: I want to use Mandrill as SMTP service, but i will need to use subaccounts inside my mandril main account. What i need is a field in admin area to specify for each interspire instalation a smtp header custom code to identify this subacount (more info here -> [url removed, login to view] )Additional Project Description:
