Add second loop for one category on side of blog

I have a wordpress template that i'm working on. I have one loop showing all content on the left side and am trying to have a "featured" section going down the right hand side. I've done it before with no trouble but this time it's not working.
There are also a few css changes i need done and an extra section at the bottom i need added. I've attached an image for reference, and here's a link to the site - [url removed, login to view]
