Clarify lines in low quality image

I need a picture clarified so it can be blown up and used on a large sign (sign is 2.4m x 90cm - this image is 10% of sign)
The image is of a neon sign. Specifically I need the neon lines of the sign made very sharp, and any places where the image has not been cut properly from the background, to be re cut. I would like the work completed today if possible.
I have attached a low quality version of the image - I have a better quality version you can use to start with. The image attached is the only image to have work done
