Desktop App (Just with website inside and custom skin)

I need a simple desktop application that will simply open and run a given website inside of it:
- I need to be able to change the website that loads inside the window.
- I also need to be able to have a skin for the window that I can change. (See attached image for concept idea)
I need this project done in a few days time.
