Dance Registration and Scoring Program

We are looking to build and design a dance competition registration and scoring system. Users would register on a website, and enter sections before the event.
The event directors would order each section (in the back end) and select 5 judges for each section.
There would be 4 different score sheets available as some sections require a different sore card.
The judge would receive an ipad and score each competitor. The scores would be sent to the results area and the results are tallied.
The results and any comments are then emailed back to the competitor at the end of the competition.
This can be built as a website or as an excel spreadsheet.
We definitely need to the scoring system, but the online registration is optional depending on cost.
This program would then be used around Australia at each national competition, so it needs to be flexible to start fresh.
