Create a Custom .NET Control in Blend for Visual Studio 2013 - C# Application

We require a custom touch control for a C# application that will allow the user to interactively select options and return a value for each option selected. The control would be created in Blend for Visual Studio 2013.
The control would consist of three concentric rings that the user can rotate to select systolic and diastolic blood pressures, as well as heart rate. In the center would be a 'button' that would trigger a click-like event that returns the selected values.
The control should be set up to scale proportionately with the application, have definable ranges for each selection, allow for color customization and be visually appealing.
Ideally, the application developer should be able to scale the control proportionately.
All code must be documented / commented and follow Microsoft's Design Standards.

Variable and control naming must use Pascal casing.
