Percentage Layout in Dreamweaver; Resize Site to Fit on all Screen Resolution

Hi, I built my site on my own, and it was the first one I ever created. Therefore, I didn't know much about percentage layouts and the fact that it wouldn't always look the same on different screen resolutions. The website is already finished, I just need everything to stay proportional on different computers or phones. Should be a job that is completed in under an hour for someone that knows what they are doing. Even if someone could walk me through how to go about this that would also be fine.
