Do some Excel Work

I need someone to create a custom excel spreadsheet that allows us to track employee training certification and renewal notices.

Basically: I want the cells to be green, yellow, or red depending on whether or not the training is still within the indicated renewal time frame. One month before it expires for refresher training I would like the cell to turn yellow. When the date is past the training refresher requirement time-frame I want the cell to go red.
