My budget is only 50$ but you can do it in 4 weeks if you want, I am just a scholar so I don't earn money but if you just started frellancing or maybe have spare time for side project maybe you wish to take this one.

Short descriptiont of what it does:

Ongoing notification - onClick notification a button will appear that floats(fallows the screen you view like youtube for example) - onClick button screen will lock but you can see the content(like youtube video)- on 2 Clicks button will dissapear and screen will be normal.
