TCP listener for GPS GPRS Device in .NET Core -- 2

We are looking for an experienced .Net Core developer that can develop part of the application (I.e. TCP Listener) needed for our tracking solution. We have a product in development and we need help with the integration between the GPS device data and our application.

The ask:

1. We need TCP/IP port listener, which collect the data from GPS tracking device and store it in My SQL database. It must accept multiple connections at the same time (asynchronous).

2. The protocol is attached in this post. The person has to process the response String by splitting it, then store it into database tables, like current location, timestamp, gsm status, speed etc.

3. We will configure the testing IP and Port (provided by the freelancer) on the GPS GPRS device for demo/testing purposes so the freelancer can test if it's working correctly.

4. Person should provide the complete source code (end to end) also for the TCP Listener and small doc for explaining the application.

Make sure this listener is able to process multiple protocols.

The ideal candidate must have experience in building protocols for GPS devices.
