PC facial recognition / local DB / online sync w/ existing SOAP WebService

I need to build a PC based employee identifier that records attendance via Facial recognition. 

Details

Steps for regular use.

Load local employee database - SQL based

Sync with online employee database (SOAP API CALL) If internet is available.

Load facial recognition.

Scan faces in front of web cam

Compare webcam faces with faces in local database,

Store positive recognition in local database in attendance table with date time stamp. GPS location if available on device.

Sync local attendance table from database with web services transactions (SOAP API CALL) If internet is available. Loop through each record and mark processed only after successful upload.

Training Recognition

Click Enroll Employee button.

Enter ID number to search local employee database.

Display employee name,

Record minimum of 5 expressions from webcam of employee expressions and facial angles.

Test recognition

Save record.

Export local recognition database.

Export facial database with employee table to password protected zip file.

(optional online storage dropbox?)

Import facial recognition database appends / updates only. 

Select file (or url -online storage? dropbox?)

Attendance report

Grid View list with sorting based on header being clicked.

Employee Name, Employee ID, Transaction Date , GPS locatiion

When a recorded is clicked a picture is displayed of the employee that was recognized - with map if gps was captured.

Utility - Configuration section

Record cleanup- Records of transaction over a month old are archived to zip and deleted from database. (Button / scheduled event)

Sync Employees - online SOAP

Sync Attendance Records - online SOAP

Import / Export Facial recognition database.

API - Any API used must be authorized for commercial use and please include links to API prices in quote. Open source is ok if credits are required however no open source API that requires the entire project to remain open source.
