21445 Sphider search modification

My site uses open source search script "Sphider". (Search for Sphider to find out.) I need an add on/modification to expand the capabilities to turn it into a small search engine. This is briefly what I need: I would like to add a function "Add URL". Just like on most search engines, visitors may apply to have a site added for inclusion in the indexing: 1.) Secure from spam and abuse! 2.) User must submit and verify their e-mail address (php session ID). Their login shall be used for future edits of their listing. 3.) Create database of blacklisted URLs. Blacklisted sites will be automatically declined (in a subtle fashion). 4.) Option (by admin) to switch between automated submissions and managed (approved, moderated, verified for content) 5.) Admin gets notified 1x per week (frequency adjustable by admin) about sites which have been added and therefore need to be examined/approved. 6.) Admin can delete sites from DB. (This already exists in Sphider, I believe.)
