"Digital CV" Database Driven Recruitment Site Template Designer needed

A full working template needed for:
A recruitment website which has a job board, log in, post new ads, a customizable members digital CV page, capable of holding 50,000+ members, payment gateway (possibly forwarding to sage pay etc). Admin portal for me to amend the site and design the site. Please see [login to view URL] for an example but we will need to add into it embedded videos/images. The programming language is of choice to the designer, as long as I will be able to make relevent amendments in the admin portal.
