A flash Web developer is required immediately to design a competition educational website similar to this websites

but with following requirements:
The aim is to provide simple, fun, competitive games that help children learn and gain confidence with Maths, English, and Arabic (MUST SUPPORT ARABIC )and any other key skills and knowledge.
The most important idea is the simplicity of adding the activities and the quizzes to the website after creating it. My idea is: Creating for example 6 quizzes templates that gets the questions and the answers from a database. This means it reads what is on the database. Therefore all what I need is a simple form to add questions to the database.
So in a practical way:
1. Create a new quiz (Opens with the question type choice) Quiz creator selects type 1
2. Template 1 is created and a choice of linking it to a current database or a blank database is created as well
3. Once it is ready then:
a. A form that allows us to add questions
b. An import button that allows us to import questions from an excel sheet (VERY IMPORTANT)
4. Once the importing is complete, it shows a test your quiz button
5. ANOTHER IMPORTANT FEATURE IN THE DATABASE IS CLASSYFYING QUESTIONS UNDER LEVEL, TOPIC, GRADE OR COUNTRY

What is NEEDED
1. All the current website features.

3. The questions has to be in LEVELS and sub levels and also countries please see:

4. Normal Registration or registering using Facebook, Google, twitter logons details
5. Simple design but clean and bugs free coding
