fix char encoding in newsletter

a php script on my server compiles and sends email to my users. The mail is html-rich and in the html code I use french non-ascii letters such as é ? è â î ê ô, among others. emails are sent in ISO-8859-1 encoding. On gmail, I receive the mail in proper html rich content. French characters appear OK. Users on hotmail (or live or msn) receive it with garbage strange characters instead of the french accented letters. See the capture attached. I want to continue to use special french characters in my mails. Requirement is to fix this issue, without breaking anything at all in the current functionality of the script. I believe anybody with good understanding of the encoding questions would be able to fix this in under one minute. I will give the winner of this bid limited ftp access to the folder of this script.
