Update HTML Website Menu and create standard headers and footers

I would like someone to update 6 pages on an HTML site, moving a sub menu which is currently located in the content area, into the main menu. I have attached a document describing my requirements.
Also, my site has 70 pages, each has the same header and footer, I would like for these headers and footers (and side menu) moved to a few singles files which are referenced by each page.
So each page would have:
include <header>
Main content
include <footer>
This way, if I need to update the header or footers (or menu) I can do it in one place.

Please do not include the frech pages (all pages under /fr)
