Simple CPM Ads Script

I need a simple CPM Advertising Script (only for publisher) fully functional and the following features must be available in this script :

Admin must have fully functional like :

- Approved site/publisher

- Banned site/publisher

- See statistic site/publisher

- CPM setting (with price per impression) for any country

- Can post ads in html, flash, image, text & admin must CAN POST ANY ADS FROM OTHER NETWORK LIKE ADSENSE, CLICKSOR, CHITIKA, ETC

- proxy detecting script to help prevent against fraud.

- Enter daily earnings.. this will evenly split all the funds you entered into members accounts based on how many impressions, clicks, from what geo or country, etc they brought in that day (our algorithm distributes things weighted and correctly based on quality of traffic). This makes it so if you are using 3rd party ads you can check how much you made that day, then take your cut and enter in the number. Notice the amount you enter is the amount that is divided and distributed to all members.

Publishers have payment options like paypal , must track all the click's and detect fake clicks. it must be designed beautifully.

Also I have the design of the script, the person who get the project make the script and bind it with the template
