Removal of Licencing from my Site

I would like a coder to go through some code on my site and remove the need for it to go to an external site each time and validate my licencing areement. When there is a fualt on their server I cannot access my control panel and its really frustrating. I have now asked for them to correct the problem and for some reason they do not reply so I have no choice but to remove the need for it to visit their site.

It's a property portal site and has a mysql database. The code is all in .php scripts.

I have tried to find where it needs to go to the enternal site in the code but am not experienced enough so need someone to do it. This could be a real simple task for someone or maybe painstaking search but you will have to decide if you wish to take the risk. I think for a competent and experienced programmers then thsi will be simple.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
