Add Lossless Audio file format to getID3 lib

We need to expand the getID3 lib with an extra file format, namely the .DSF container. A DSF is a tagged .DSD file. It is tagged according to ID3v2 tag format standards. .DSF file are quit large (few hunderd mb) and a richly tagged file will be supplied with accepting the project.

So .dsf is a loss less audio file format, who can be tagged with ID3 tags, the library can read and write tags for for example flac, mp3 and wav, but not for dsf.
