Copy a website's DYNAMIC Header and Footer code to another website

There is a website I would like to copy the Header and Footer of to another website. The code MUST be copied from the website's front-end. There is no way to copy the source code from backend files. You can view source and copy from that but it is quite messy with integrated CSS.
I will provide you the wordpress login details of the second website (i.e. the website which you will be pasting the code into). You will paste the code into a plugin which has a blank field for header and a blank field for footer.
You must:
1. Copy the HTML and CSS code from Website A to Website B
2. Make sure that the code you copy behaves just as it does in Website A as it does in Website B (font sizes, spacing, mobile responsiveness, etc.)
3. Make sure the code you copy is cross browser compatible
If you know what you are doing this should be a 10-20 minute job but when I tried to do it myself I had problems with points 2 and 3 above.
