Create a Wordpress Template

I have an illustrator file which I need turned in to a 1 page wordpress theme. There is no requirement for sub pages, just the home page. The page will need approximately 6 hyperlinks.
The current basic wordpress theme is at: [login to view URL]
PDF design guide included also.
If it is quicker and cheaper to do just a basic homepage without using wordpress that is OK also, advice appreciated.
