WP data visualisation and DB creation

We need to develop a mobile friendly web app on Wordpress.
The main functionality of this app will be to gather data through a survey (done with Tripetto plugin). Every user will have an account in which his survey will be stored and has to be displayed on his dashboard. He will also have displayed specific informations and receive specific notifications, based on his survey results.
A new Database has to be created which also stores data from previous surveys or updated entries (history).
The whole app has to be multi language (English / Italian).
A developer that is specialized in WordPress will probably be able to manage this. His stack would be: PHP, SQL, JSON.
