Inconsistencies with Woocommerce Exempt State Status

We're receiving some inconsistencies around inputting the State for "Where does this exemption apply?". Sometimes we receive a dropdown with the States listed in the dropdown ([login to view URL]) and sometimes we're required to type the States into a text box ([login to view URL]). How can we fix this so that they're consistent for our customers across the board?
I'm afraid that customers won't know what to do when they have to type in the State. For example what if they spell the state wrong? I don't believe it there is autosuggest or autocomplete
