PHP Make linking with Forms and User Role

Hi,

I need someone to work on our systems, it works like this, Normal User will post request using a forms, and the forms will sent to different user group based on user selection in the forms. (For example, user select A and the forms will sent to user group A only), and user group A should be able to assign user in own group to handle the project and etc. (For example, Member 1 in group A could assign the tasks to any member in Group A ), the Group capability must be assign by admin, the function is already there, the assign function are there, need modification on them. I need bugless project, and first we will work on test site first, and finally moved to live site. Thanks.
