Html & CSS front-end developer to turn PSDs into HTML

Looking for an experienced HTML & CSS front-end developer, with a good grasp of English - this is key, and you must be able to follow simple instructions.
We currently have a number of photoshop documents (.psds) that need coding into HTML/CSS following a specific, set template, using base64 encoding.
Our payment terms are $30 per template design - which needs to be produced in 2/3 different dimensions (square/rectangle and sometimes vertical).

You *must* read the boilerplate html template (in the above document) to understand what we need. If you get through this initial testing phase, you will be required to do a sample template for us to be able to test your coding ability. If all is good after that, you will be hired.
This is initially a handful of templates, but we have a lot more to do, we want to have an ongoing relationship with a developer who can turn these around quickly, to join the two we already use regularly, as we will continue to have more over time.
