I need a quick python script that looks through a folder structure and compares folders and outputs the differences

please comment the code so i can learn from this better.. my use of [login to view URL] and [login to view URL] is poor :-(

this is how the structure looks (eg only) :

c:\Layer Files\

c:\Layer Files\Transport\

c:\Layer Files\Transport\[login to view URL]

c:\Layer Files\Transport\[login to view URL]

c:\Layer Files\Transport\[login to view URL]

c:\Layer Files\Transport\BUS\

c:\Layer Files\Transport\10.2 Dev\[login to view URL]

c:\Layer Files\Transport\10.2 Dev\[login to view URL]

So recursively compare the Folder contents of "Transport" folder with the child folder "10.2 Dev " below it

Output a txt file of full .lyr file name and path) of .lyr files that exist in the "Transport" folder but not the child "DEV 10.2" folder that sits below it. Also a count of .lyr files in parent and in child folder "10.2 Dev"

please see attached for more info.

eg if you look in Layer Files\Catchments and Hydrology you will find "Comprehensive [login to view URL]" but if you look in Layer Files\Catchments and Hydrology\10.2 DEV its missing. so output this file name.
