Python P2P - Send file between peers

I need to have a p2p network and availability to send files between peers. As simple as that.
I can use a public software but what I need is the source code, clear and simple to be able to understand it and change it if necessary.
I will provide the test environment.
Environment test will be:
1 server
3 peers
Required Job:
Create server code
Create client code
Description:
I am attaching 4 images containing the diagrams, names of routines, and code structure.
I need this coded as I am asking or different if justified first.
I prefer the code made from scratch, clear and simple. Anyway if you consider you need public libraries, modules, or developed code, please tell me first.
Known difficulties:
All peers are behind a NAT router, so is important to decide TCP or UDP
Serverthrough is not possible.
Notes:
I am looking for a python programmer with experience in this. I also need this quick, and need that it works.
So this project whould be completed in maximum 5 days.

Dear Employer.. you have mentioned NOT TO USE TCP OR UDP. Can you give me details for NAT router for this development? Or more clarification for this NAT router or TCP/UDP ?
