Email Software Development

Hi, I am looking for software development of a program that will do the following,

1) Interface with OUTLOOK specific folders.

2) Pull from the email address of the emailer

3) Have a set series of replies that would then generate an email to the emailer

4) be an easy to use interface that would Ideally mean 2 clicks and the email is sent. Correctly configured and correctly filled out.

i.e if the email comes in and is a standard query, we get the email it populates an email with the senders name then we have a row of replies one click of the button the email is populated, we can edit as needed then click send and it is gone.

I dont imagine this would be difficult and would I presume use an access database.
