Volusion Custom API for shipping charges needed

We are based in Australia and need a way to charge our customers freight based on their postcode within Australia. We have courier zone file .csv format which has each post code in Australia noted along with our couriers carrier zone code in another coloumn. There is a second spreadsheet with reflects the carrier zone and a charge for freight to that location (initial flag fall plus a kilo rate). I do need to add in handling fees on top of that amount.

A few zone are classified as local zone and have a single flat rate postage however when a parcel gets to a weight of 25kg it needs to trigger another flagfall rate for additonal freight.

I am looking for a solution where that information can be used at checkout so our customers can see real time what their freight charges to their location will be.

I am looking for somebody who has experience with volusion API/SQL and this sort of freight request and knows what to do straight away.
