1 Page Website Facelift

We have a portal website at www.MyGovernmentOnline.org.
Its only 1 page and it is a portal site to link customer to 4 main areas. We do have plans to expand these areas in the future, but for now its 4. Each of these sub areas is intended to be a small advertisement for the site module and what you can accomplish there.

We are very happy with the site design of each of these three sites and you can see how they are designed to appear similar.
I am not entirely happy with the design of the main portal page [url removed, login to view] and would like to see an improved design that more tightly integrates the sub sites into its portal.
I only need the design in a photo shop file with the elements in separate layers. I can handle all coding an implementation of it in the site.
What we are going for here is in the same way MS Word, MS Excell, and MS Powerpoint are all part of MS Office; MyPermitNow, MyAddressNow, MyProjectNow are all parts of MyGovernmentOnline. But any new modules will fall under the MyProjectNow domain and just have a name such as MyProjectNow's Citizen Solution Center.
