Prefer off the shelf popular cart systems, opencart, prestashop, etc. Shared hosting and small site so I don't feel Magento is the right answer.
Build E-Commerce website and load 10 products - prepare menus, theme, categories and structure so we can add more later
Graphics and unique customized template for the site - we will provide input and examples and you provide 3 samples and then tweak one accordingly until it is finalized.
Must support discount codes and affiliates.
Paypal checkout. - We must be able to use paypal for shipping also. We are open to alternatives but we need to send the details and address to paypal for shipping reasons in case we are shipping to non-paypal address.

This is a very important part of the project so in your proposal please mention "fractions" so I know you have read the requirement.
Has to support quantities in fractions such as 1/4 or 1-1/2 or it can be stored as decimal but must display fractions to the user. Has to deduct from the total inventory. Products are sold in 1/4 increments.

Clarification, we are fine with using a template. In fact I believe I have found one that would suit us well with a tiny bit of modification. This project should be a simple project, configuration off the shelf components. The only really custom part of this job is the quantities being in 1/4 increments and tracking that inventory properly and allowing orders in 1/4 increments.
