Custom Server Board and Custom Raid Array Board for 2U Enclosure

I need a custom design made in CAD with prints for approval. Also need someone with solder/board skill to create a working model.

The project is a custom server board with built in RAID 0,1,5,10, 2x Ethernet ports, 4x USB3.1, and RAID port which will connect to the array. The array is a sliding tray with backplanes built in for SATA/SAS HDD/SSD to slide into without a caddy. The main object is to make everything as absolutely small as possible, and utilize the least expensive parts. It should be able to be manufactured inexpensively and use inexpensive RAM/Processors etc.
