create a website for an event and app

Hi ,

I have 2 needs.

1> Website . Deadline 3-4 days (maximum). More details on the website is shown below as follows.

I need to create a quick wix website (preferred but open to anything that lets a non-programmer change stuff when needed instantly)

a mix of [login to view URL] with some portions of [login to view URL], [login to view URL], and [login to view URL] (will let you know the details during the bidding process)

2>App : Make an app from the website that can show up on the mobile even when the internet connection is not up. (Ideally not a direct conversion of the website)

2 constraints :

Budget : 100 USD$ (For both website and App)

Timeline : Deadline (4 days for the website upto 3 weeks for the app)

There is a change in the project details :

The Budget has been extended to 200$ USD with the requirement of a similar version (of Android) of App for Iphone.

Please let me know if you need more info asap. Looking to close in 1 day.
