Beat analysis for sound in raw PCM format

I need a DLL? developed in C++ that, given a buffer containing raw PCM? song's data, can perform the following tasks:

- calculate the song's BPM (Beats per minute)

- find the exact position (expressed in milliseconds) of each beat inside the song

Obvioulsy the song loaded inside the buffer should contain regular beats so it should work for disco music, house music and similar types.
