The program should do the following: 1. Cropping out a portion of scanned .jpg file (fixed throughout) so just leave the two locations (which defines the cut out area) for users to enter (each location is defined by vertical and horizontal coordinate). The program should process all the files from a source file folder, crop out the needed part, then put the cropped file into another file folder 2. Suggest or complete a mass OCR operation turning the cropped file each into a line of OCRed text. Such text should be stored in a single text file (one line for each OCRed file) A sample of the original .jpg file is attached. The area to be cropped out is similar to the gray-background line after 'News & Videos' subtitle. The OCR program should be able to process file of such quality. OCR program should preferably be free. But a modestly priced one is acceptable too. OCR program is external to this project. But the coder should be sure that which OCR program can process thousands of files a time in a batch manner.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Windows XP or Vista. Since this progr am is to be used only once, there is no need to consider broad compatibility with many OS version. Either XP or Vista will do. Any program that successfully cut out the gray-background line from attached document sample and get the cut-out line OCRed successfully is to be accepted. Certainly this program should be able to handle all the files of a source directory as a batch process
