Allegheny County Assessment Owner's Name Scrape

This program has 3 elements:

1. Scraper to SQL.

2. Search by name query (web based for the site) of sql database.

3.? Query that updates a table that is displayed on the site.

1.? We need a program that scrapes the owner’ss names for each parcel in the Allegheny county assessment site in addition to a few other variables such as tax code, owner code, use code, homestead, sale date,? sale price, total market value.? I don't know how the image is stored, but I don't want the image in our database but if we could have a link to the allegheny site image that would be nice.? We have a list of parcel numbers that are a year old, but the parcel numbers can be added or removed at any time.? The list I have will give you an idea of how the parcels are numbered but is a guide, not a rule.? This program should scrape continously (if slow) or every couple of days if fast.? It is important that the program returns some sort of error if it's IP address is blocked.? This is needed so I can get it unblocked by the County.?

2. Once the information is in the sql database, there needs to be a web based query so we can search it by owner name and or parcel id.

3.? I also need a table that displays on the site a list of the top 20 tax exempt property owners.? This would update every week and would show their names and the value of the property that they own. It would be nice if you could click on their name and it would show you the list of what they own and you could click on the property and it would open a link to the allegheny site so you could look at the details.

Our site is [[url removed, login to view]][1] and it runs on Joomla.? Element 2 and 3 will be on our site so it will have to be compatible in some way. Chronojobs might be a work around for somethings.? I'm not sure about this part, but I'm sure we can get it worked out.? It is important that once the project is done that you work with me to get it all operational and setup on the site.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
