Build a Website, Read and write my XMl file with Php

I need:
1. My personal Admin site to add/edit apartments
2. That it loads on my homepage
3. That the data outputs in my existed xml file, too (see file)
i bought the App and it loads the xml data from my xml file ([login to view URL])
Now i want to have the oportunity to add and edit the xml via php on a site and to show
the results as well in the homepage, but most important that PHP code will read the XML file and retrieve the information from it and output that.
I want to have the site exactly like:
[login to view URL]
I bought the app from this guy but he promised to make the admin and the site
but he did not.
I need this asap.
