DirectX Scrolling Marquee

I need a scrolling marquee (I guess the smoothest way would be directX) that sits at the bottom of the screen, like over the "Start Menu Bar" and reads an XML file to get font (if possible) font size font color background color and the text to be displayed (may be multiple items) and after all items have been displayed it re-reads the file and starts over). If there is no XML file it should either hide and check for it every minute or simply quit and I'll rerun it when I need it again. If the second option is taken then I don't want multiple copies running, so if I run it twice the second copy should just instantly quit. I will hide the start menu and have no need to access it. It needs to be the top-most window and dynamically change height to match what is needed to display the font size. It only needs to scroll from right to left and only a single line of text. "Smoothness" is paramount. It would also be cool if a digital clock could be configured to show up in the scroll bar on the right. It should be configured via the same XML and have the abaility to be turned off and on. It would also also be cool if either the whole thing could be semi-transparent or just the background be semi-transparent. Either one would be nice. I don;t need to configure this, about a 25% transparancy would be good.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
