Design software to monitor Roulette ball timings

Before you continue reading, I don't know if what I require is possible so I'm looking for feedback from developers before I decide to go ahead with this.
I'm looking for software that can be installed on a mobile phone that will track the ball on a roulette wheel and produce an accurate output of where the ball is most likely to land. I know this sounds almost impossible but people are doing it. I don't expect the prediction to be the exact number, just close to it.

I believe that the person for this project will need to be excellent with mathematics and understand how much work is involved in this project before taking this further.
Just to be clear because people are not looking at the links I posted.
The phone will be pointing at the Roulette wheel in a Casino and the software is to use the integrated camera or external camera to monitor live roulette play and relay a reliable prediction back to the player based on visual ballistics and both ball and wheel speed. Obviously, to get the exact number will be near impossible.
This is NOT illegal, it just aids the player in making a more reliable decision.
I've still be unable to find the ideal developer for this project. Please only contact me if you have a genuine solution. If you send me a generic response with a list of URLs of projects you've worked on, you will be ignored. I'm looking for a team who have taken the time to think about this and have a solid proposal.
This is a lot of money, so I'm looking for a good team to help me develop it.
Nobody so far has convinced me that they can take on this project. I am therefore removing this post. I have had countless conversations with multiple developers and most have talked about the software but not the physical hardware involved and whether it's even possible on a phone.
Thank you to everyone who has shown interest but it looks like I'm going to need to look elsewhere.
